Dear Colleagues,

Public Sector Accounting today stands as a fundamental pillar of transparency, citizens’ trust, and good governance of institutions. It ensures rigor in the management of public resources, accountability of decision-makers, and the credibility of organizations before society.

It is within this context that the 5th Public Sector Accounting International Congress, to be held on March 19–20, 2026, gains such significance. Under the theme "Public Sector Accounting and Accountability: Global Challenges and Opportunities”, we will be called to reflect on the challenges of the present and the opportunities that the future brings, reinforcing the transformative role of Public Sector Accounting in building fairer, more efficient, and citizen-centered societies.

On behalf of the School of Public Management, Communication and Tourism of the Bragança Polytechnic University (EsACT-IPB), it is with great pleasure that I invite you to join this moment of sharing and reflection. Your voice will be essential to strengthen the strategic role of Public Sector Accounting in today’s world and in the future.

President of the Order of Certified Accountants (OCC)


Proximity to academia has long been a non-negotiable commitment of the Order of Certified Accountants (OCC) as a professional association. A significant part of the development and growth of nations lies in the dynamism of centers of knowledge and the quality of the scientific output they generate. The celebration of knowledge and progress has been a hallmark of all the initiatives that various higher education institutions and the OCC have organized over recent years.

The next opportunity for reflection, sharing, and dissemination of knowledge will take place already next year, on March 19 and 20, when the 5th International Congress of Public Accounting (CICP) is held in Mirandela, at the facilities of the School of Communication, Administration and Tourism of the Polytechnic Institute of Bragança. "Public Accounting and Accountability – Global Challenges and Opportunities” is the theme chosen for the two days of work, in which parallel sessions will be interspersed with plenary sessions. It will certainly be yet another opportunity for participants from various countries to demonstrate the relevance of the public value of accounting and its importance in promoting and reinforcing the credibility of State institutions.

Public accounting is essential in supporting management, particularly in a world that is rapidly and constantly changing, such as the one we are destined to live in. With each passing day, it becomes increasingly urgent that public accounts be validated by certified accountants—something that is already provided for in the law, yet slow to be fully implemented. The integration of a certified accountant throughout the entire public administration is a goal we must tirelessly pursue in the name of transparency and the common good.

Until that is fully achieved, we will continue to do our part to attract an increasingly wider community to this field, including certified accountants, teachers, and students, always in close partnership with centers of knowledge. We want this 5th CICP to be a milestone in the implementation process of public accounting. I look forward to seeing you next spring in Mirandela, in the heart of northeastern Trás-os-Montes.
